I hate to be cynical, but my first thought was "Wait for a lawsuit against either the cop, the photographer or the news organization that published the picture."

Mental illness seems very likely here.

It's a unique sort of hell, more for the family, whose efforts never solve the problem.

The government long ago turned its back on the homeless, closing the mental hospitals only to find out that the patients were in fact incapable of performing even the simplest adult tasks.

That is, they need parents, but are treated as independent adults. You see, both I and the mentally ill are free to walk the streets barefoot in the winter.

Or just heavy drug usage. The way the family spoke of him certainly doesn't *sound* like how they would describe someone with mental problems.

In 1993, he declared bankruptcy after a series of state tax liens in New Jersey. He ended up living in homeless shelters, most recently in Hell’s Kitchen and Harlem.

In the news this morning, Jeffrey Hillman was gain found wandering the streets of New York and again barefoot. Asked what happened to the boots, he said he had hid them because they were valuable and he wanted a piece of the pie.
